About the PLUS Caucus
The PLUS Caucus of PASA is a dedicated voice within PASA, representing the unique needs of urban school districts across the Commonwealth.
The Caucus’s mission is to advocate for and seek solutions to the pressing educational challenges facing urban schools while ensuring equitable opportunities for all students.
Today, PLUS members represent more than 300,000 students statewide, with districts spanning from Allegheny County to Philadelphia.

Today, PLUS members represent more than 300,000 students statewide, with districts spanning from Allegheny County to Philadelphia.
PLUS membership is open to PASA members who serve as district superintendents or administrators in districts that experience one or more of these characteristics:
- High levels of poverty
- Cultural diversity
- Declining population or enrollment
- Shrinking middle class or tax base
- Industrial flight
- Obsolete or decaying school facilities
- Population density challenges
As a PLUS Caucus member, you gain access to:
- Monthly Virtual Meetings
Held September–June on the third Thursday, these one-hour sessions connect you with colleagues statewide and provide direct updates from PASA leadership. If you are interested in joining our virtual meeting, please contact PASA at pasa@pasa-net.org. - Annual PLUS Caucus Conference
Offered at no cost, this event runs in conjunction with the PASA Leadership Forum to provide high-quality sessions from leading voices in education. - Three Core Focus Areas
- Advocacy: Strong representation at the Capitol in Harrisburg and beyond through legislative outreach and statewide advocacy events
- Networking: A trusted space to collaborate with colleagues who understand the challenges of urban school leadership
- Professional Learning: Access to relevant, impactful professional learning opportunities.
Those who are not eligible to become a PLUS Caucus member can show their support of PLUS by becoming a Friend of PLUS. Friends of PLUS offers PASA members the chance to:
- Support advocacy efforts
- Connect with the PLUS network
- Attend professional growth opportunities, including the annual PLUS Caucus Conference
Becoming part of PLUS is simple:
- Eligible members: Check the PLUS Caucus box on your PASA membership renewal form. Or if you are a current PASA member, you can log into the PASA website, then click the ‘Committees & Groups’ tab to View an option to join the PLUS Caucus.
- Interested supporters: Click on the Friends of PLUS box on your PASA membership renewal form. Or if you are a current PASA member, you can log into the PASA website, then click the ‘Committees & Groups’ tab to View an option to join Friends of PLUS.
